Postmaster General's view as to the irregularity of the sale by any Union Post Office of postage stamps at a discount, and that no such discount has ever been offered by the German Post Office at Shanghai.

In these circumstances, the Postmaster General can only assume that the statement of Mr. Van Aalst, in his letter to the Postmaster General of Hong Kong dated the 30th of August last, must have been made under some misapprehension.
