based on the principle that a vessel shall be judged, not
by the state of health of the port of departure, but, by
the state of health on board.
3rd. To accept, without modification, the definitions
of the Convention as to (a) a healthy, (b) suspected, and
(c) infected vessel.
Unless the last two of these conditions
are complied with no set of Regulations can be regarded
as based on the Convention.
