The differences between the amounts estimated and realised under Heads and Sub-Heads, together with the Treasurer's explanations, are shown in the accompanying "Detailed Statement of Revenue" and Expenditure.
3. The total Expenditure of $2,641,409.71 exceeded the total Estimate by $240,326.71 and was greater than the Expenditure of 1896 by $166,499.34.
The excesses on the various Heads amounting, in gross, as shown in the Account, to $254,542.67, have been duly provided for by Supplementary Appropriation Ordinance (No. 17 of 1898).
I have not, however, been informed whether that Ordinance has been allowed by Her Majesty nor whether the authority of the Secretary of State has been given for defraying the excesses under certain Sub-Heads out of savings on other Sub-Heads, as required by Rule 47 of the Colonial Audit Regulations 1893.
