should become War Department property,

In the case of Colonial land over which Clear-
ance rights exist, the Clearance Rights being already
held by the W.D. the recorded value should be the differ-
ence between the value of the land, subject to Clearance
Rights and the value which the land would have if these
restrictions were removed.

If
In the case of the land required for W.D.
already leased for other purposes being the property of a private individual, if
the buildings are erected altogether at W.D. cost, the
land would be provided by the Colonial Government.
However, if the buildings are erected partly at the cost of
the War Department and partly at the cost of the Colonial
Government, the cost of purchase would be paid in the
same proportion as the cost of the buildings.
In the first case the land will obviously become Colonial Mili-
tary Land and in the second case, for the reasons given
in (b), the land would become the property of the War
Department.
