I have the honour to forward for the consideration
of the Right Honorable the Secretary of State for War the
following application referring to the need of representation
of the Garrison on the Sanitary Board of this Colony.
The conditions of the Hong Kong Garrison differ
considerably from those of most Eastern tropical stations
the barracks occupied by the troops being mainly in the very
heart of the city of Victoria, The Murray, Wellington,
Victoria, Queen's Road and McGregor Barracks, together with
the Military Hospital, Commissariat Buildings and the
Ordnance Stores are in the heart of the city and the soldier
passes out of his barracks directly into the main thoroughfare.
The Hong Kong Regiment at Kowloon is also located in a position every day becoming more closely surrounded by the civil
