I am directed by the Secretary of State for War to forward for the information of Mr. Secretary Chamberlain, the accompanying copy of a report which has been received from the General Officer Commanding China, and of correspondence between that Officer and the Governor of Hong Kong, as to the representation of the Garrison on the Sanitary Board of the Colony.

The Marquess of Lansdowne is of opinion that in the peculiar conditions which exist at Hong Kong, where the Military Garrison lives in the heart of a teeming Civil population, the adequate representation of the Garrison on the Sanitary Board is a very necessary matter, and he would strongly recommend that the Commanding Royal Engineer and the Principal Medical Officer should be given seats and votes on the Board.
