I propose with Lord Salisbury's concurrence to acquaint the Governor of Hong Kong, informing him that HM Government would wish him to persuade Kang Yu Wei to leave Hong Kong for his own personal safety and to resort to Singapore or other places further from home.
The proposal to protest to the Chinese Government in offering a reward for Kang Yu Wei's head. Mr Chamberlain trusts that representations will be made in this sense to the Chinese Government.
