Kang-Yu-Wei from residing in all the places mentioned, it would be a considerable gain that he

should not be allowed to remain in Hongkong.

It is stated in the third paragraph of the

note that the Governments of the United States and

Japan lately refused asylum to Kang-Yu-Wei.

This Department has no information of any action of the United States Government in regard

to him, but as Mr. Secretary Chamberlain is aware,

the laws of the United States prohibit the immigration of Chinese except in certain specified

cases.
