Sir:-

I laid before the Marquess of Salisbury your letter of the 21st. instant 31813/99 transmitting a paraphrase of a telegram from the Governor of Hongkong, relative to the prevalence of piracy in the West River; and I am to suggest that Sir H. I enclose the draft of a telegram which, if Mr. Secretary Chamberlain concurs in the above suggestion, Lord Salisbury proposes to send to Her Majesty's Minister at Peking on the subject.

I am,

Sir,

Your most obedient,

humble Servant,

Francis Bertie

je Under Secretary of State,
