You should state to Chinese Consulment
that instructions have been sent to
Governor of Hongkong to withdraw from Shamchun within boundary previously delimited.
It is further instructed to warn the Viceroy of Canton that he is expected to afford protection to Chinese people outside our occupation boundary who during our maintaining peace & order on frontier and furnishing life and property have shown kind feelings to British troops.
