Mr Chamberlain has, after communicating with the Governor of Hongkong, requested me to cause the memorialists to be informed that he has considered their memorial, but that he is not aware that Chinese who are entitled to British protection, in China, have in recent years been requested to comply with the Regulations drawn contained in Sir Rutherford Alcock's notification of the 7th October, 1868, with a view to obtaining British protection on their return to China.
