I am directed by the Marquess of Salisbury to
acknowledge the receipt of your letter marked
27264/1899 Secret respecting the defences of Amoy
and to state in reply, for the information of Mr.
Secretary Chamberlain that His Lordship concurs in
the proposal to instruct the Governor of Hongkong
by telegraph to submit Major Morris' alternative
proposal to the Taotai of Amoy forthwith.
Major Morris' technical Report is herewith re-
turned.
