Salisbury to state, for the information of Mr. Secretary Chamberlain that, so far as the Lords Commissioners of the Admiralty are aware, all Public property, either lands or buildings, which belonged to the Chinese Government in the territory leased to Her Majesty's Government at Wei-hai-Wei, have been taken over without payment.
