"spheres of interest" in China, as
to their intentions in regard to
the treatment of foreign trade
and interest therein. For this
purpose he gives the text
of
the
declaration which the United
States Government desire that
Her Majesty's Government should
make:
at the
expressing
the hope that they would lend
their support in the effort
to obtain
from
a similar declaration
from
the various Powers claiming
spheres of interest in China.
Lord Salisbury would be
glad
to be favoured with Mr. Chamberlain's
opinion on this proposal.
I am to point out that the
declaration is
loosely worded
as
the expression "leased territory"
appears in the first paragraph,
but not in the second or third
