Sir:-
I am directed by the Marquess of Salisbury to
acknowledge the receipt of your letter of the 23rd
instant, forwarding copy of a letter addressed to
Her Majesty's Minister at Tokio by the Hongkong General
Chamber of Commerce, respecting a discriminating
duty recently imposed by the Japanese Government on
Formosa Teas shipped to foreign ports.
In reply I am to transmit to you, to be laid
before Mr. Secretary Chamberlain copy of a despatch
which has been received from Sir E. Satow on the
subject, as well as a copy of a telegram which has
been sent to him instructing him to protest against
the new duty.
