The Marquess of Salisbury has had under his consideration your letter of the 22nd instant respecting the detention of the Steam Ship "Tartar" at Hongkong, and I am directed by His Lordship to inform you that he concurs in Mr. Secretary Chamberlain's proposal to refer to the Law Officers the question whether under the circumstances the "Tartar" was not a public vessel of the United States and therefore not amenable to the local law of Hongkong.
