I am directed by the Marquess of Salisbury to acknowledge the receipt of your letter 22855 of the 31st ultimo, relative to the case of C. Bithrey, who is at present confined in the Lunatic Asylum at Hong-kong under a sentence of the Supreme Court at Shanghai, and who Mr. Secretary Chamberlain suggests should be released on the ground of health.

I am to state that under Article 77 of the China and Japan Order-in-Council 1865, a report from the Chief Justice at Shanghai is a necessary preliminary of any action on the part of the Secretary of State for the purpose of remitting any part of the sentence. A copy of your letter and its inclosures has therefore been sent to Sir N. Hannen with instructions.
