from this Dept of the 13th
Assistant.
2 I am
also to enclose copy
of a Despatch From
the Governor
of Hongkong
relative to the relations
of
Russia & Japan, and also
to the occupation of Sham Chee;
to add that in my
opinion on the latter
subject to date
with regard to
the question
No
Chamberlain
has to add nothing
to Sir Henry Blake's Despatch
& to the letter from this Dept
of the 5th inst.
3 Mr. Chamberlain desires again
to impress upon Lord Salisbury
the importance of arriving at
an early decision on this
matter: and
I am to point
out that apart from the mischief
& scandal
caused
by leaving
Sham Chow in its present state
of
lawlessness it is impossible
that the Troops which are
not
more than sufficient
for garrisoning Hongkong
should be kept at Sham Chun
for
an indefinite period.
I am &c.
