fortification of the island would, it is to be feared, extinguish once for all the hope of securing a settlement, besides being objectionable for the reasons pointed out in the despatch above referred to.

As I understand from Major Morris that in his opinion a fort on Kulangsu was necessary to the proper defence of the Port, I presume the erection of such a fort will be included in the plans.

If such should prove to be the case, I venture to suggest that the fact should be immediately communicated to Her Majesty's Minister at Peking, in order that he may, if he think fit, use his influence with the Tsungli Yamôn against the erection of a fort on this island.
