With reference to previous correspondence on

the subject of the fortification of Amoy, I have the

honour to again call attention to the objections to

the erection of a fort on the island of Kulangsu,

referred to in a despatch from this Consulate dated

15th May last. The greater part of the land is

owned by foreigners, mostly British subjects, and

nearly all the foreign residences are situated here.

At present the island is under Chinese jurisdiction,

but many attempts have been made to obtain the consent

of the Chinese Government to the establishment

of a settlement here, and recently the Taot'ai promised

to consider the question again in a sense favourable

to the wishes of the foreign community.
