It was for this reason that when recently Wisung became a Treaty Port, orders were given by your Government to dismantle the Forts at that place.

As this side of the question may not have presented itself to you, I bring it to your attention in the hope that you will authorise the officer selected (should Sir H. Blake comply with your request) to report on localities at the Harbour entrance other than Kulangsu best adapted for defensive works.
