With reference to Mr. Hurst's despatch No. 12 of May 16th, I have the honour to report that I have received the following telegram in cypher from His Excellency the Governor of Hongkong:-

"Following received to-day from Secretary of State for Colonies. Please communicate to Major Morris for his guidance; (Telegram begins.)

Officer should be instructed to prepare full report on present conditions of Amoy with plans for improving them and forward to War Office for examination.

Until War Office report is received he should communicate only generalisations to Tactal."
