Sir:-

In consequence of his difficulties with the Japanese re the Amoy concession the Taotai seems to have made up his mind to put the defences of the port in order.

I have at his request forwarded a letter to the Governor of Hongkong inviting His Excellency to be good enough to detach an officer of experience to examine localities for Forts on Kulangsu. The objections to forts on Kulangsu are manifest, and I accordingly, though I have complied with the Taotai's request to forward his letter, in my reply I have made it clear that His Excellency the Governor of Hongkong would in my opinion be much more likely to grant his request, were the officer who may be appointed authorised to inspect...
