Under telegraphic Instructions, just received from my Government, I have the honour to inform Your Lordship, that the Commander of the Transport "Tartar" has telegraphed, that the Authorities at Hong Kong refuse to clear that steamship on the alleged ground that she has on board more passengers than the authorised number, said to be eight hundred and twenty-four.
The Tartar is a British Steamship belonging to the Canadian Pacific Railway, under charter to the United States Government, and has been refitted with conversion and ventilation of her cargo space as a military transport, to carry the number usual for her class and tonnage, according to the rules and requirements of the United States Service, that is to say, eleven hundred and forty-five men and one hundred and eleven cabin passengers.
