Sir:-
With reference to my letter of April 24th, relative to the increase of piracy in the Chinese waters adjacent to Hong Kong, I am directed by the Marquess of Salisbury to transmit to you a copy of a despatch from Her Majesty's Chargé d'Affaires at Peking reporting a further case where the victim was the British steam launch "Wo-on".
Mr. Bax Ironside states that piracy and robbery still prevail in the neighbourhood of Canton, and that in spite of the warnings repeatedly given to the Viceroy, no serious attempt has been made to put a stop to such outrages, and suggests that it would now be advisable for Her Majesty's Government to take steps to protect British lives and property in the Canton waterways of the nature indicated in
Secretary,
the Admiralty.
