With reference to my letter of the 21st of April

I am directed by the Marquess of Salisbury to

transmit to you a copy of a further despatch which

has been received from Her Majesty's Chargé d'Affaires at Peking relative to the increase of piracy

in the Chinese waters adjacent to Hongkong.

Mr. Bax Ironside is of opinion that it would now

be advisable for Her Majesty's Government to take

steps for the protection of British lives and property in the Canton waterways of the nature indicated in the warnings addressed by Sir C. MacDonald

to the Chinese Government in his note of February

18th which formed one of the enclosures in the letter from this Office above referred to.

I am also to enclose a copy of a letter which
