Sir:-

The Chinese Minister called on me to-day and informed me that he had been instructed by his Government to approach me with a view to more satisfactory arrangements being made in regard to the extradition of fugitive criminals from Hongkong to China.

He left with me a note of which I enclose a copy stating the views and wishes of his Government on this subject.

I promised that Her Majesty's Government would give the matter their careful consideration, but I observed that the cruel punishments inflicted by the Chinese made the execution of the extradition laws at Hongkong very difficult.

Sir Chichen Loh Feng-luh did not mention the political question raised by the Chinese Government
