I think in the first instance we should send this letter and enclosure in a confidential despatch to the Governor, and ask for the comments of the Viceroy on part of the Chinese Minister's Note; and for the reasons for the working of the Chinese Extradition Amendment Ordinance of 1890 which we have not had; and for his views on the Chinese Gov't note. And tell F.O. that this has been done.
