I am directed by the Marquess of Salisbury to state that the telegram inclosed in your letter of the 21st instant has been seen by the Under Secretary of State for the Colonies.
It appears from the telegram that the foremost men of Hongkong doubt the expediency of evacuating the Shan Chun valley at the present time.
