The Under-Secretary of State for Foreign Affairs presents his compliments to the Under Secretary of State for the Colonial Office and with reference to the Colonial Office letter of 7th May, transmits, for the information of Mr. See, the accompanying copy of telegram as marked in the margin, relating to the Taotai of Amoy's recent request for an officer of engineers to improve the defences of that port.
