health of passengers and crew under the present cir-
cumstances would be seriously jeopardized if a medical
examination and complete disinfection were entirely
omitted; and it is certain that no other end is
served by such measures.
However, as these measures
have been begun, we must go on with them.
I shall
do my best to see that every possible despatch is
given, in carrying them out, to British vessels.
