Alexandria, May 31st, 1899.

I beg to report to you as follows concerning a visit that I made yesterday on board an English steamer leaving Alexandria for Liverpool by way of Malta. I undertook this visit in order to observe what is done by the Quarantine Authorities here, how it is done, what delay to shipping it involves, and in order to personally estimate its probable value as a Sanitary measure.

The vessel I selected is of 3,000 tons measurement, carried a crew of forty-one, and had on board its full complement of first and of second-class passengers fifty-three, so that there were on board altogether ninety-four souls. The agents of the steamer had announced to the quarantine authorities that she would be ready for them at 4 o'clock.

To be 'ready' for the Quarantine Authorities means that
