With reference to your letter of the 11th instant 8305/99, I am directed by the Marquess of Salisbury to transmit to you a copy of a despatch which has been received from Her Majesty's Minister at Peking on the subject of the increase of piracy in the Chinese waters adjacent to Hongkong.
Sir C. MacDonald states that the local authorities at Canton appear to be unable to cope with the evil, and transmits copies of two notes which he has addressed to the Tsungli Yamen urging them to take immediate steps to put a stop to these outrages.
Lord Salisbury has communicated copies of your letter under reply and of Sir C. MacDonald's despatch to the Lords Commissioners of the Admiralty and has suggested that they should be forwarded to the
Under Secretary of State
Colonial Office.
