It seems to me that Sir Macdonald's
threat to the Toungli Yamen at the end
of the second note is very reasonable: to make the Chinese pay for the expense of putting down this disgraceful state of affairs seems to be the only way of stirring them up to more vigorous actions. If the present state of things goes on I presume something of this sort will have to be done.
