Information has been received that some European nations are going to establish a post office at Hankow.

Please explain to Lord Salisbury that, as the Imperial Government has already established in all the treaty ports a postal service which is being gradually extended and has always been in perfect working order, this act on the part of the European Nations is an encroachment upon our Sovereignty rights, and request His Lordship to prevent it from being carried out.
