In reply to your letter of yesterday I am directed by the Marquess of Salisbury to inform you that His Lordship concurs in Mr. Secretary Chamberlain's proposal to approve the appointment of Mr. Lockhart as Commissioner for the delimitation of the boundaries of the territory leased to Great Britain by China under the Convention of June 9th, 1898.
