of the Amur. The total area, inhabited by Chinese subjects, contains about 620 square miles, with a population of some 10,000 souls.

When I was in Siberia, I learned that this arrangement causes no friction at all between the Russian and Chinese authorities; the latter are, of course, careful not to interfere with Russian rights, but, otherwise, they have what is, practically, complete authority over the Chinese, who inhabit the region to which allusion has been made.

Probably the writer in the "Globe" is not aware that the Hong-Kong and Amur cases resemble each other.
