and interesting, but its date is November, 1895,

and since the American conquest and desultory

warfare have been going on, things have changed much since then. I imagine that this is the rough sketch from which Captain Younghusband handles the Matter, but no doubt he has found it advisable to cut out a good deal of this criticism of Spanish and American methods. He is impressed with Aguinaldo's personality and thinks well of the fortunes of a

navy;
