Referring to your letter, 17.4 H.12, 966, and to my telegram on the subject of the lighting of the Southern approaches to Hong Kong,
Communicating a despatch from the Secretary of State for the Colonies, enquiring as to the necessity for maintaining both the Light House on Waglan Island and that on Green Island, and requesting the opinion of the Elder Brethren on this question, I am directed to acquaint you, for the information of the Board of Trade, the Elder Brethren consider that if the light on Cape Collinson were improved by
