shall not press for
the
alteration in section 22
of the Principal Ordinance
1 as suggested
in the letter
enclosed by press despatch.
J. I would observe, however, that
in
the
clause which it is
proposed to substitute for clause (c) of section 21 of the Merchant Shipping Ordinance 1897, the word "seaman" is used instead of
the
word "sailor", but no
provision is made for
seamen substituting "can" for
"sailor" in
the rest of
the Section. With
a
view to avoiding possible
175 difficulties, I would
suggest
that at the end
of section 2
of
the
amending Ordinance the following
words should be inserted
and throughout the said section the word "seaman" shall be substituted for the word 'sailor'. The same substitute should be made in section 323 of the Principal Ordinance. In all other
respects
