Hong Kong Sanitary Inspector.
Gentlemen,
Five candidates have been nominated to me, for
the above mentioned appointment, by the Secretary of the Sanitary Institute. Four of them are now employed by the
Liverpool Corporation, one by the Leeds Corporation.
I have seen the five candidates. I have also called upon
the Medical Officers of Health of the said towns, and have
received satisfactory evidence as to moral character and
the professional qualifications of the candidates.
I beg to recommend Mr J. H. Dandy for the appoint-
ment in question. It is true that as regards length of
service his qualifications are not in accordance with the
Colonial instructions. Nevertheless Dr Hope, the Medical
Officer of Health, Liverpool, and his assistant Dr Manby
agree that Mr Dandy is the most suitable of the four Liverpool candidates. Though he has only one year's service he has gone through a most complete course of instruction
in Hygiene under them and Prof. Boys, who I also saw, at
the University College, Liverpool,
