The sketches do not seem to have been maintained in the finished drawings. Although the public entrances are from the East, the most prominent and important front is that facing West, yet the East elevation is undoubtedly handsomer than the West. A reversal of these elevations is desirable, if it can be arranged.

The plans having been approved it is proposed to put the foundations and piling in hand as early as possible in 1900. It has been arranged that the site should be cleared in December, and detail drawings and specifications for the piling and concrete foundations put in hand when tenders will be called for as early as possible. This work will take fully 10 months to complete. In the meantime the Architects may proceed with the external and internal architectural details.
