9. It is desirable that the rooms should be capable of being heated to a temperature of 75° the minimum temperature outside during the winter months falling to 45. All the rooms and courts with the exception of the Record and Store rooms should be artificially heated.
10. It is proposed that the whole building should be lighted with electricity but a special installation is unnecessary, the Electric Lighting Company of Hong Kong can provide the necessary power from their Central Station. It is to be remembered that artificial lighting is very seldom necessary in Hong Kong, day light lasting till 5.30 p.m. even in the depth of winter, and as artificial heating is very necessary for a few months, a special electric installation would not be economical.
11. Some disappointment is experienced with the elevations of this building, which are not what the preliminary sketches led Government to expect, the appearance of the Dome in particular is entirely different, and the graceful proportions of
