H.M.'s Minister at Peking telegraphs that an edict
was issued last week offering a large
reward for Kang Youwei
dead or alive. Kang
is known to be living here quietly. I protest
strongly against this incentive to
assassination in a British Colony. It
entails serious expense or abandonment
of our duty to ensure the safety of
distinguished visitors &
may compromise the safety of persons. It
may be more than coincidence that this
edict synchronises with Li Hung Chang's
appointment to be Viceroy of Canton. I shall take every
means to secure Kang's safety.
