as Hongkong has no surplus balances to speak of and every little estimated surplus next year, and a
Sir Henry Blake reports freak items of expenditure nearly every mail, I do not think the Colony can
afford to be generous.
The Straits voted $6000, & I would suggest that Hongkong be allowed to vote more than $3000 but
not exceeding $30000.
