3. Mr. Chamberlain would accordingly suggest that Sir Charles Lockhart should be informed that the Governor objects to the banishment of Kang-Yu-Wei from Hong Kong, and that he has lived a most retired life, and has done nothing in the Colony to justify such a step; and that directions will be given that he shall be kept under strict surveillance whilst he continues to reside in the Colony, and if he goes to the Shantung Settlements.
