I am to request that a communication be made to the Portuguese government on this subject as suggested in the 32nd para. of Sir H. Blake's Despatch.
2. The enclosed copy of the foregoing despatch is original. Lord Salisbury requests that they may be returned with your reply.
3. I am at the same time to forward for Lord Salisbury's information a paraphrase of a telegram, which has been received from Sir H. Blake, reporting a conversation with Li Hung Chang on the subjects of piracy in the West River.
This telegram has also been communicated to the Admiralty.
