Sir,
I have the honour herewith to submit two letters from the Marine Officers.

In support is attached list of bags sorted by last mail which arrived on the 10th instant and similar list for corresponding mails back to 1895 inclusive.

Going down they have nothing to do but coming back 18 hours a day is too much and in the event of mistakes occurring what can be said to a man who is probably half dead with sleep?
4.
Mr. Lewis the Assistant Postmaster General who came up in April last spoke to me not only about the extravagant labour, but the grave responsibility thrown on one man by himself with the registered mails open, it being an absolute impossibility for one man doing his own work.
