We have carefully considered the question of the necessity for additions to the present Sanitary Board Staff, and are of the opinion that Assistant Medical Officer of Health should be obtained from England at an early date as practicable. He should possess a Diploma in Public Health, should be under 30 years of age, and should be appointed to the Sanitary Department, on the understanding that in times of emergency his services must be at the disposal of the Medical Department of the Colony.

He should receive a salary of $2400 rising by annual increments of $300 to $3600 per annum, together with a house allowance of $288 per annum and conveyance allowance...

We also recommend the appointment of three additional First Class...
