3. Notwithstanding the arguments raised in these Reports, I am not satisfied that an Assistant Medical Officer of Health is necessary at the present time, and I do not feel justified in recommending for approval this new appointment.
4. As I believe, however, that an increase of the staff of Sanitary Inspectors is necessary, I have the honour to recommend that two additional first-class Inspectors be appointed.
5. As to the clerical staff, I recommend that the present temporary Clerk be placed on the permanent staff and an extra Clerk be appointed at $40 a month.
6. This reinforcement of the staff of the Sanitary Board will, I trust, be sufficient for present needs and should be sufficient to enable the work of the Board to be carried on in a satisfactory manner.
